While law enforcement continues to investigate the detention of Albina Kusheleva, Head of the Mass Communications Department of the Luhansk Regional Military Administration (OVA), and records show nearly 7 million UAH from the previous funding cycle went to officials' relatives and connected media figures, regional leadership has moved to launch a successor program.
Late on September 22, 2026, the Luhansk OVA published an official notice announcing an application window for preferential 3% housing loans. The application period runs from 10:00 AM on September 23 to 3:45 PM on October 2—leaving applicants exactly seven working days to compile and submit their documentation.
Behind this compressed timeline lies a significant regulatory shift: a restrictive geographic filter combined with internal administrative control over the queue.
Geographic Carve-Out: Excluding Sievierodonetsk, Rubizhne, and Starobilsk
Under the amended procedures enacted via OVA Executive Order № 452 of September 16, 2026 (registered with the Ministry of Justice on September 21 under № 24/24), eligibility spans five categories.
With the exception of the first category reserved for individuals freed from captivity, the remaining four—large families, combat veterans, applicants over 60, and general applicants—require registration within communities located strictly in four specific districts:
- Luhansk;
- Alchevsk;
- Dovzhansk;
- Rovenky.
These districts correspond entirely to territories occupied since 2014. Concurrently, internally displaced persons (IDPs) from the Sievierodonetsk, Svatove, and Starobilsk districts—those who lost their homes during the 2022 full-scale invasion—are excluded from applying for regional housing support.
This geographic criteria directly matches the background of the established administrative leadership within the Luhansk OVA, whose personnel largely maintain official registration in Luhansk and adjacent 2014-era municipal areas.
Transition from Random Sampling to Inbox Queueing
The November 2025 cycle utilized the online third-party platform RandomPicker. That selection ultimately granted 2.32M UAH to Artem Kushelev (the department head's son), 2.17M UAH to Yana Osadcha (deputy editor of Reaľna Gazeta, who publicly defended the official), and 2.37M UAH to Yana Polishchuk (a state registrar with prior experience in ARMA and the prosecutor's office).
In this newly announced selection, the administration has abandoned external randomized software in favor of strict submission priority:
"In the event of multiple submissions... only the application received first will be reviewed, based on submission order and timestamp, while all subsequent submissions will not be considered."
Submissions are not routed through Ukraine's public service portal, Diia, but are directed exclusively to an email address (zhytlo@loga.gov.ua) administered directly by the OVA's Reintegration Department. This arrangement leaves the verification of exact incoming timestamps entirely to internal system administrators.
Administrative Hurdles and the Open-Ended Clause
The guidelines impose strict digital compliance standards on applicants:
- Application forms, questionnaires, and personal data consents must each be individually signed using a Qualified Electronic Signature (QES).
- Every digital copy must feature a handwritten "Certified Copy" endorsement, along with the applicant's handwritten signature, full legal name, and date, with no cropped margins.
- Files received outside the designated timeframe—even by seconds—face automatic rejection.
These bureaucratic hurdles present operational barriers for displaced citizens lacking legal expertise or specialized digital tools. In contrast, Paragraph 8, Subparagraph 5 provides access to any resident registered in the four designated districts, regardless of family size, age, or veteran status.
The timing and structure of the initiative point toward an effort to commit remaining annual budget funds under criteria tailored to established personnel, while bypassing the broader population displaced by the 2022 hostilities.
