State Honoree in Custody: Court Remands Sievierodonetsk Chief Financial Officer Bahrintseva Over Fraudulent Military Exemption Scheme

Dnipro’s Soborny District Court has ordered the detention of the head of the City Military Administration’s finance department for engineering her brother’s illicit draft deferment. A nominal bail of 133,000 UAH leaves open immediate release.

Following the detention of municipal utility director Alona Prysiajna, law enforcement has taken into custody her institutional collaborator: Maryna Bahrintseva, Head of the Finance Department of the Sievierodonetsk City Military Administration (MVA).


According to the operative part of the ruling published in the Unified State Register of Court Decisions (Case № 201/14851/26), on September 29, 2026, the investigating judge of the Soborny District Court of Dnipro granted in part the motion filed by the Security Service of Ukraine (SBU) and the Luhansk Regional Prosecutor's Office. Bahrintseva was remanded into custody directly in the courtroom.

The pre-trial detention was imposed through November 25, 2026 (expiring at 00:00 on November 26). However, the court established a financial alternative: release on bail set at 133,120 UAH (the statutory equivalent of 40 subsistence minimums for able-bodied persons). By comparison, her co-accused Prysiajna was previously assessed bail of nearly 200,000 UAH by the same judicial body.

Coordinated Obstruction of Military Mobilization

Bahrintseva is formally charged under Part 2 of Article 28 and Part 1 of Article 114-1 of the Criminal Code of Ukraine — conspiracy to obstruct the lawful activities of the Armed Forces of Ukraine and other military formations during a special period.

The underlying criminal proceedings (ERDR № 22026051000000062) have been under investigation by the SBU Main Directorate in Donetsk and Luhansk Oblasts since February 27, 2026. According to the prosecution, in December 2025 Bahrintseva conspired with Alona Prysiajna, Director of the municipal enterprise "Sievierodonetsk Agency for Investment and Development," to fictitiously hire Bahrintseva's brother as a "general maintenance and repair worker".

Falsified employment documentation asserting deployment to defense fortification projects in Donetsk Oblast was then leveraged to obtain a binding statutory military draft exemption (bron'). Concurrently, covert surveillance operations confirmed that the supposed defense laborer maintained permanent residence in Kyiv, performing zero public or fortification duties.

While officially registered as an internally displaced person (IDP), Bahrintseva permanently resides in Irpin, Kyiv Oblast.

Awarded a National Order During Criminal Operations

A striking aspect of the indictment is that on January 22, 2026 — precisely while the conscription evasion conduit was operational — Presidential Decree № 67/2026 conferred upon Maryna Bahrintseva the Order of Princess Olga, 3rd Class. The national decoration was awarded upon nomination by the regional administration "for significant personal contributions to state-building and the strengthening of defense capabilities".

The operational reality of that contribution is now documented in SBU criminal case files.

Direct Authorization of Multimillion-Hryvnia Budgets

Bahrintseva’s authority within the relocated Sievierodonetsk municipal hierarchy was extensive. All budget allocations for municipal enterprises required the sign-off of her financial directorate. The expenditure schedules attached to MVA Order № 736-ВА of September 11, 2024, bear Bahrintseva's personal signature: this order allocated 81,742,562 UAH to housing, public utilities, and municipal enterprise maintenance for the occupied city. These municipal subsidies sustained Prysiajna's corporate shell, financed the payroll of phantom employees, and covered private legal defense retainers retained during law enforcement searches.

Bail Verification Pending

The full text of the Soborny District Court's ruling, containing witness statements and evidentiary summaries, was scheduled for delivery on October 2, 2026, but has not yet appeared in the public register.

It likewise remains unconfirmed whether Bahrintseva remains held at the Dnipro Pre-Trial Detention Center. A bail amount of 133,120 UAH is modest relative to the hundreds of millions of hryvnias in public expenditures administered under her supervision.

Should bail be posted, the court order binds Bahrintseva to standard procedural constraints: surrendering travel passports, remaining within Irpin without express prosecutorial leave, and refraining from contact with witnesses or co-suspect Prysiajna.

Case file № 201/14851/26 remains under active monitoring within the court registry to incorporate additional named administrative officials once the full judicial text is unsealed.
