• The vehicle with registration plate AJ54 USE was never stopped by police officers during August and September 2026.
• The vehicle was never recorded by city video monitoring systems ("Safe City," "Harpoon," etc.).
• No citations or administrative protocols under Article 121-3 of the Code of Administrative Offenses of Ukraine (operating a vehicle with fake, improper, or illegal registration plates) were issued to the drivers.
• No reports were entered into the Unified Register of Pre-trial Investigations (ERDR) regarding the use of forged identification plates.
• No movement passes or operational permits were issued for the vehicle by the local police department.

• The State Customs Service of Ukraine officially confirmed that the vehicle never crossed into Ukrainian territory between 24.02.2022 and 13.09.2026.
• The UK DVLA Registry shows that AJ54 USE originally belonged to a black Mitsubishi Shogun Sport scrapped and destroyed back in 2015.
• The Military Law Enforcement Service Command (VSP) stated that no evacuation operations by these groups were authorized and no frontline movement passes were ever issued.

In a heavily secured frontline district governed by checkpoints, an undocumented phantom van displaying cloned foreign plates has remained completely "invisible" to automated municipal surveillance and ground patrols.
