From phantom municipal handymen to 11 illicit commercial drivers: how Oleksiy Kharchenko’s inner circle deployed advisory panels to validate military exemptions, while law enforcement targets the lower tier.

In late September 2026, when the Soborny District Court of Dnipro ordered the pre-trial detention of municipal enterprise director Alona Prysiajna and the SBU indicted municipal finance chief Maryna Bahrintseva, the case appeared confined to municipal-level corruption. The scheme was straightforward: within a relocated agency sustained by over 81.7 million UAH in budget infusions under Order № 736-ВА, the finance chief’s brother was fictitiously hired as a general maintenance laborer. A simulated deployment to defense fortification construction in Donetsk Oblast secured him an official military mobilization deferment extending to February 2027, while technical surveillance established that he resided in Kyiv and performed zero public duties.


The executive leadership of the Luhansk Regional Military Administration (OVA) met these developments with strict silence, framing the arrests as an isolated disciplinary lapse within the municipal hierarchy.

That administrative partition has now collapsed. On October 5, 2026, the Luhansk Regional Prosecutor's Office announced the disruption of an identical operational model: a private freight transport company registered in Sievierodonetsk used its certified status as an enterprise "critical to the national economy" to solicit conscripts via Telegram, register them on its corporate payroll, and sell military deferments. Investigators documented at least 11 individuals who avoided mobilization through the conduit. The director and two accomplices were charged under Part 2 of Article 28 and Part 1 of Article 114-1 of the Criminal Code of Ukraine (interfering with the lawful activities of the Armed Forces under martial law).

Corporate records identify the entity as PE "HELIOS-TRANS" (EDRPOU 38269701), owned and managed by Oleksandr Strizhov. The facts demonstrate that the municipal enterprise case was not an isolated abuse, but one component of an administrative mechanism anchored in the executive leadership of the Luhansk OVA.

Kharchenko’s Regulatory Continuity: From City Administration to Regional Head

A chronological reconstruction of the regulatory chain reveals how the approvals were processed:

When the municipal enterprise "Sievierodonetsk Agency for Investment and Development" was originally granted critical status on February 21, 2025 (OVA Order № 59), current regional governor Oleksiy Kharchenko was serving as the Head of the Sievierodonetsk City Military Administration (MVA). His direct municipal subordinates prepared the substantiation and advocated for the critical necessity of the corporate shell where Bahrintseva's brother was subsequently placed.

Following Kharchenko's appointment as Head of the Luhansk Regional Military Administration on April 17, 2025, the mechanism was maintained at the regional level:

  • On February 4, 2026, Oleksiy Kharchenko personally executed Order № 27, reaffirming the critical status of Prysiajna’s municipal agency and extending the draft exemption for the finance chief’s relative through February 4, 2027.
  • Concurrently, the file for private carrier "HELIOS-TRANS" was cleared along identical lines: granted critical status in March 2025 (Order № 86) and confirmed in March 2026 (Order № 80), it received a fresh confirmation decree signed directly by Oleksiy Kharchenko on August 21, 2026 (Order № 396).

The commercial carrier’s reported personnel expanded in tandem with its regulatory certifications: from 20 employees in 2024 to 32 in 2025, and reaching 35 by mid-2026. On September 23, 2026 — one month after Kharchenko signed Order № 396 — the company published commercial recruitment advertisements for long-haul drivers on public hiring portals, explicitly guaranteeing: «official employment and military deferment (bron')».

Collective Immunity: The Administrative Advisory Shield

The procedural foundation cited in Order № 396 for "HELIOS-TRANS" identifies the administrative clearing house: the executive decree explicitly relies upon the official protocol of the working group dated August 13, 2026.

The body in question is the "Transparency and Accountability" council, nominally tasked with safeguarding public resources and validating regulatory integrity. Under the revised composition established by Kharchenko's Order № 264 on July 1, 2026, the panel's configuration precluded independent oversight:

  1. Panel leadership was assigned to the head of the administration's anti-corruption department, Stanislav Malynovsky, and defense department director Serhiy Vasylchenko — both direct institutional subordinates of the regional governor.
  2. The board included officials whose own departments were the subject of procurement scrutiny: Pavlo Pryhorodov, subordinate to Lyudmyla Didenko regarding the 401.7 million UAH housing scheme, and Albina Kusheleva, head of the information policy department implicated in a 3.21 million UAH media procurement cartel.
  3. Regional delegates from the SBU, the Prosecutor’s Office, and the National Police were seated "upon consent". However, under the charter enacted by Order № 217, the group's resolutions are strictly advisory in nature.

The session on August 13, 2026, served to pass through "HELIOS-TRANS"’ filings concerning claimed fulfillment of state contracts. The working group provided the affirmative recommendation, the governor executed the decree, and the commercial operator recruited candidates via Telegram. In the event of an anti-corruption audit, the executive retains a procedural defense: «the certification reflects the collective consensus of an inter-agency body that included law enforcement delegates».

The Administrative Deferment Pipeline

The juxtaposition of the two criminal files demonstrates a single administrative conduit serving both internal officials and external commercial operators:

However, neither municipal agency heads nor private freight operators hold statutory authority to issue binding executive orders conferring critical status. Under Ukrainian administrative law, that prerogative belongs exclusively to the head of the Regional Military Administration.

If regional officials certified entities employing fictitious personnel without reviewing source records, the act falls under criminal negligence causing substantial damage to national defense during wartime (Article 367, Criminal Code of Ukraine). If administrative leadership endorsed these certifications with awareness of the underlying filings, the conduct meets the elements of official abuse of authority and complicity in obstructing military operations (Articles 364 and 114-1, Criminal Code of Ukraine).

Freedom of Information requests covering the August 13, 2026 working group protocol and supporting filings for "HELIOS-TRANS" have been submitted to the Luhansk OVA. The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) hold jurisdiction to establish the identities of the signatories and determine where administrative negligence ends and organized draft evasion begins.
