EXPOSED: STATE HOUSING FUND REVEALS CLASSIFIED 115-MILLION LIST — SENIOR OFFICIALS, ALLIED EDITORS, AND STATE BUREAUCRATS AMONG BENEFICIARIES OF LUXURY HOUSING PROGRAM

Nov 4, 2026, 5:49:17 AM

For an entire month, senior officials of the Luhansk Regional Military Administration (OVA) built a bureaucratic stonewall around secret registries of housing subsidies. They invoked 20-day delays, claimed commercial confidentiality, manipulated procedural requirements to disqualify genuine internally displaced persons (IDPs), and unleashed coordinated media smear campaigns to deter our legal action.

The panic had a clear root cause: officials were safeguarding their own luxury apartments in Kyiv and its affluent satellite towns, subsidized with public recovery funds transferred from the destroyed frontline city of Lysychansk.

In response to our formal demands, the State Specialized Financial Institution Derzhmolodzhytlo, via an official letter dated November 3, 2026 (Ref. No. 2103/005) signed by Chairman Mykola Marchuk, released the full unredacted record:

  1. The certified Protocol of Selection No. 1 dated November 24, 2025;
  2. Appendix 2 — the complete nominal registry of 176 beneficiaries with loan amounts, contract dates, and property locations;
  3. Appendix 3 — the official disbursement report detailing 115.5 million UAH in non-repayable state debt cancellations.

This primary government documentation dismantles the defense deployed by regional media outlets (Irta-FAX, SD.UA, Realna Gazeta) that challenged our investigation and demanded "names and proof". The official evidence is now public.

115.5 Million UAH in Non-Refundable State Grants

According to the official report, 130 loan agreements were formalized following the November 24, 2025 selection.

For 127 borrowers, the administration authorized Paragraph 11 of Procedure No. 277: the immediate, non-refundable cancellation of 50% of the principal loan balance using regional budget funds.

  • For 94 borrowers, the non-refundable state grant exceeded 1,000,000 UAH each.
  • Total loan commitments for this group alone stood at 231,014,905 UAH.
  • The net non-refundable cash handout from taxpayers amounted to 115,507,468 UAH.
  • Multiple participants maxed out the absolute statutory ceiling (3,000,000 UAH), securing a 5 million UAH direct cash forgiveness (e.g., Oleksiy Roienko, Anastasiia Romanenko, Oleksandr Savin, Liliia Tsiashchenko).

Department Head Albina Kusheleva’s Family Secures 2.3 Million UAH in Kyiv Real Estate

When we reported on the 3.21 million UAH collusive media tender orchestrated by the Head of OVA's Mass Communications Department, Albina Kusheleva (SBU criminal proceedings No. 42026130000000016), local outlets attempted to discredit our reporting.

Appendix 2 of the State Fund records (page 3) provides conclusive proof:

  • Entry No. 81 (Registry ID: 249): KUSHELEV Artem Igorovych.
  • Location: City of Kyiv.
  • Contract Date: 12.12.2025.
  • Loan Amount: 2,318,675 UAH.
  • State Forgiveness Grant (Appendix 3, Row 29): 1,159,338 UAH.

The son of the department head—whose office workstation was recently seized by the SBU in a kickback probe—secured an unearned 1.15 million UAH taxpayer subsidy for a capital apartment.

"Were We Supposed to Knock on Your Door?": Self-Incriminating Statements from "Realna Gazeta"

Following Irta-FAX and SD.UA, the Editor-in-Chief of Realna Gazeta, Andriy Dikhtiarenko, issued a pre-trial legal warning to our publication, demanding that we retract statements linking his editorial team to OVA preferences.

While Dikhtiarenko drafted legal threats, his Deputy Editor, Yana Osadcha—who secured a 2,176,432 UAH loan in Kyiv with a 1,088,216 UAH taxpayer grant (Entry No. 103)—entered the public comment section of a ZARAZ.INFO Facebook post and confirmed key facts:

  1. Explicit Confirmation of Family Ties:

“If Artem didn't own a home and was a 2014 IDP, he met the criteria: he was reimbursed 50% of the cost.”

“You only notice the official's son, but not the released prisoners of war who were given hope.”

Ms. Osadcha confirmed the exact reality her editor disputed: Artem is indeed the official’s son and did receive a 50% state bailout.

  1. Admission of Socioeconomic Discrimination:

“This program was not intended for low-income IDPs, but for those with stable, declared income.”

This statement confirms our findings: public recovery funds were diverted from vulnerable refugees residing in communal shelters toward individuals with substantial private earnings.

  1. Contempt Toward IDPs:

Challenged by displaced citizens regarding why the public was kept uninformed about the program, the deputy editor replied:

“What do you mean you didn’t know? Were they supposed to knock on your door and tell you they are giving loans?”

  1. The Unintended Challenge:

“I wonder whether the author will publish Derzhmolodzhytlo’s response, if one ever arrives!”

We hereby publish it. Any reader can verify Entry No. 103 in the official Appendix 2: Yana Osadcha, 2.17 million UAH loan, 1.08 million UAH forgiven at public expense.

A VIP Club Instead of Disaster Relief: Senior Bureaucrats, First Responders, and Political Associates

A verification of the first ten sample profiles using the YouControl analytical platform demonstrates that the allocation bypassed ordinary refugees in favor of state officials, law enforcement personnel, and politically connected figures:

  1. Pension Fund of Ukraine Central Leadership:
    • Vitalina Chernyshova (loan of 2,324,340 UAH, 1.16M UAH forgiven) — senior civil servant, Head of Division at the Pension Fund of Ukraine in Kyiv, former audit director at the State Tax Service.
  • Together with Roman Chernyshov (loan of 2,209,000 UAH), their household secured over 4.53 million UAH in loans, having 2.26 million UAH paid off by taxpayers!
  1. Ministry of Justice Probation Authorities:
    • Marharyta Bondarchuk (loan of 2,183,375 UAH, 1.09M UAH forgiven) — active asset declarant, Head of Department at the State Probation Center. Property purchased: resort town of Irpin. While vulnerable refugees struggled without shelter, a justice official celebrated a new home subsidized by the ruins of Lysychansk.
  1. State Emergency Service (DSNS) Command:
    • Vitaliy Lahuta (loan of 2,456,925 UAH, 1.22M UAH forgiven) — Deputy Commander of the 40th State Fire and Rescue Unit of Kyiv Region (Vyshhorod) and former municipal candidate. Property location: prestigious Novi Petrivtsi outside Kyiv.
  1. Anti-Corruption Agency (ARMA) and Prosecution:
    • Yana Polishchuk (loan of 2,366,894 UAH, 1.18M UAH forgiven — No. 118) — former official of the National Asset Recovery and Management Agency (ARMA) and the state Prosecution Service.
  2. Political-Legal Circle of the "Nash Krai" Party:
    • Ihor Sliesariev (loan of 2,556,283 UAH, 1.27M UAH forgiven) — former First Deputy Mayor of Sievierodonetsk, licensed attorney, paid parliamentary aide to MP Serhiy Shakhov, and partner in a legal firm tied to the Shakhov-Pohrebniak group.
  • Simultaneously, on the exact same date (Dec 26, 2025), corporate attorney Vitaliy Sliesariev signed a loan of 2,496,812 UAH (1.25M UAH forgiven). This single family network extracted over 5 million UAH in state-backed credit, receiving 2.52M UAH in direct debt forgiveness.
  1. Bucha, Vyshhorod, and Public Contracts:
    • Olena Popova (loan of 2,560,952 UAH, 1.28M UAH forgiven) — property in Bucha, recipient of multiple procurement contracts from Kyiv municipal utilities.
  • Vadym Serebryak (loan of 1,852,391 UAH, 926,000 UAH forgiven) — property in Vyshhorod, tied to public declarants.
  • Ivan Shvedchenko (loan of 1,751,500 UAH, 875,000 UAH forgiven) — property in Irpin, registered IT entrepreneur.

Governor Kharchenko’s Direct Signature

Regional surrogates previously claimed the existence of a "176-person list" was an error.

Clause 4 of Selection Protocol No. 1 dated November 24, 2025 specifies:

“The number of winners selected in Selection No. 1 is 176, consistent with the figure determined by Department Letter No. 1379/02.01-15 dated 21.11.2025.”

The document bears the autograph signature of Luhansk OVA Governor Oleksiy Kharchenko, who traveled personally to Kyiv to approve it. He personally authorized the handout of 115.5 million UAH to the families of his subordinates, law enforcement officials, and friendly editors.

Who Is Next in the Pressure Campaign?

In our previous response to pre-trial demands from Irta-FAX and SD.UA, we asked:

“Who among Kusheleva’s allied circle will be next to test their luck? Have the regional administration's disposable Gmail addresses finally run out?”

We did not have to wait long: Realna Gazeta’s Editor-in-Chief Andriy Dikhtiarenko stepped up third, deploying identical boilerplate demands to shield his deputy editor's property.

The question now stands for the rest of the pool: will other participants come forward, or will contractor Smietankin step up next to claim he is innocent because the administration approached him first?

All three duplicate warnings, our formal responses rejecting the demands, primary registries from Derzhmolodzhytlo (Appendices 2 & 3), and Ms. Osadcha’s verified public statements are submitted to the Dnipropetrovsk District Administrative Court (Case No. 160/34036/26) as evidence of extra-procudural intimidation under Articles 44 and 45 of the Code of Administrative Justice of Ukraine.

These Are Just the First Ten: We Will Audit All 130 Beneficiaries

We bring this to the attention of civil society and investigative bodies: the individuals exposed above — Pension Fund executives, rescue service commanders, probation officials, political attorneys, prosecutors, and newsroom directors — are the result of an initial check of only ten random profiles!

Out of ten checked: ten direct hits on senior bureaucrats, political figures, or their direct relatives! Not a single displaced, vulnerable family living in temporary mass shelters was found in this cohort.

The editorial board of "De l'autre côté du dialogue" announces an open public investigation: we will audit every single one of the 130 beneficiaries by name.

Every profile will be cross-referenced across open registers (YouControl, official asset declarations, court filings, state treasury transactions), corporate registries, media archives, and YouTube/social media records. The findings will be published as an investigative series and submitted to the National Anti-Corruption Bureau (NABU) and SBU to supplement court proceedings in Case No. 160/34036/26.

To be continued.
