While officials praise their own benevolence, underlying figures and internal correspondence point to managerial chaos, manipulated registries, and deliberate administrative inertia.

What Tkachenko’s Organization Knew in September: Facts Omitted on Camera

In mid-September, nationwide media outlet Espreso published an analytical investigation examining the deadlock in the Resolution No. 1176 housing voucher scheme. The primary expert and commentator cited throughout the piece was the legal department of the NGO "VPO Ukraine"—an organization co-founded by People’s Deputy Maksym Tkachenko.

In that report, the NGO's attorneys confirmed several unvarnished facts:

• The program’s funds were exhausted by early summer: An initial budget allocation of 6.6 billion UAH covered only 3,296 vouchers before running dry.
• The backlog is frozen: The application count climbed past 40,000, with queues expanding uncontrolled —.
• Frontline troops are physically disenfranchised: Servicemembers at the zero line cannot fulfill "Diia" digital signature requirements without biometric IDs, and face local municipal demands to "appear in person with physical copies." Compounding this, the strict 60-day window to purchase property causes reserved funds to expire if leave is denied.

Yet on October 3, MP Tkachenko appeared on VPO Media claiming that a €50 million tranche had “already arrived”, that he had personally “agreed 50/50 with Minister Vitaliy Bezgin”, and that nearly 2,000 families would receive vouchers shortly.

This populist rhetoric was dismantled by the Ministry of Finance: the entire €50 million from the HOME project went exclusively to "YeVidnovlennia" certificates (0% toward Resolution No. 1176 vouchers).
