Ukrainian MFA Officially Suspends "National Identity Certificate" Initiative for Children Abroad

Oct 29, 2026, 8:14:36 PM

Following diaspora concerns regarding social cohesion, the policy is placed on hold — official statement released on the MFA portal alongside confirmation from the Embassy in France.

The Ministry of Foreign Affairs of Ukraine has officially suspended the execution of the project awarding "Certificates of Ukrainian National Identity Preservation" to children residing abroad. The formal announcement was published on the ministry's dedicated portal « Zakordonni Ukraintsi ».

The operational halt was concurrently verified by the Embassy of Ukraine in the French Republic following an inquiry by the French civil society association « DE L'AUTRE CÔTÉ DU DIALOGUE ».

"We hereby inform you that the implementation of this project is currently suspended. Its resumption will be formally announced on the official social media channels of the Embassy of Ukraine in France," stated Nadiia Vatulova, Head of Political Affairs and Education at the mission.

Policy Framework and Criteria

The procedural guidelines were set under MFA Order No. 469 dated September 16, 2026 (registered with the Ministry of Justice under No. 1263/46657 on September 22), as amended by Order No. 480 on September 24:

  • The certificate was framed as an honorary token for children under the age of 16 maintaining cultural, educational, or linguistic ties with Ukraine while living abroad.
  • Nominations were routed solely through registered civic organizations and community centers abroad; direct applications by parents to consular posts were not provided.
  • The document held purely symbolic value, conveying no civil status changes, passport equivalence, or material benefits.

Primary Public Concerns

The regulatory orders triggered constructive discussion across diaspora communities and legal observers:

  1. Equal Treatment and Constitutional Safeguards:

Commentators highlighted tensions with Article 24 of the Constitution of Ukraine (guaranteeing non-discrimination irrespective of residence or language) and Articles 10–11 regarding national unity. Assessing levels of identity risked creating perceived tiers among children.

  1. Community Cohesion:

Educators and parent groups pointed out the emotional vulnerability of awarding official recognitions selectively within community weekend classes.

  1. Residency Status Inquiries in Host States:

Certain families in France held misconceptions regarding whether sharing rosters with consulates could influence French residence protections (protection subsidiaire / protection temporaire).

Institutional Review

The temporary suspension signals an administrative reconsideration aimed at addressing community feedback before proceeding with overseas cultural outreach.

Ukrainian diplomatic missions are awaiting revised instructions from Kyiv. The editorial desk alongside « DE L'AUTRE CÔTÉ DU DIALOGUE » will continue monitoring developments and release updates as official guidance is finalized.
