Frontline Sloviansk and Kramatorsk have served as the staging ground for a calculated media operation. Operating under the banner of MP Maxim Tkachenko’s NGO "VPO Ukraine" and Oleksiy Bakhtin’s charity foundation "Kryla Donbasu," organizers simulated civilian evacuation missions while running private donation drives. Formal records obtained from multiple state agencies have dismantled the narrative of a legitimate mission.

A Phantom Vehicle and Scrapped British Plates

The operational centerpiece featured across social platforms was a white Volkswagen Transporter bearing the UK registration plate AJ54 USE along with official "VPO Ukraine" logos. Verification through the UK Driver and Vehicle Licensing Agency (DVLA) confirmed that this plate belonged to a black 2004 Mitsubishi Shogun Sport that was scrapped and destroyed in 2015.


The State Customs Service of Ukraine (Ref. No. 19/19-02-02/14/5069 dated 14.09.2026) certified that vehicle AJ54 USE never crossed the Ukrainian state border between 24.02.2022 and 13.09.2026. It does not legally exist in Ukraine. Following initial inquiries, the operators introduced a second vehicle—a Ford Transit fitted with a makeshift plate reading CE 5 USE, a combination entirely absent from the UK DVLA database.

Ministry of Social Policy: Zero Clearance and No Legal Status

The Ministry of Social Policy, Family, and Unity of Ukraine and its IT Center (Ref. No. 013-5293 dated 17.09.2026) queried the Automated Humanitarian Aid Registration System (AS GD):

  • The vehicle AJ54 USE is absent from the AS GD registry and was never imported or cleared as humanitarian aid.
  • "Kryla Donbasu" (EDRPOU 45802788) registered on the portal only on 11.06.2026, and state records confirm that "information regarding the importation of humanitarian cargo by the specified recipient is absent".
  • MP Tkachenko’s NGO "VPO Ukraine" (EDRPOU 44746340) is not registered in the AS GD database and has no legal authority to handle incoming humanitarian aid or transport.

Military Refusal and Law Enforcement Blindness

The Donetsk Oblast Military Command (Donetsk Zonal Department of the Military Law Enforcement Service, Ref. No. 803/21/VykhZPI dated 15.09.2026) confirmed that no civilian evacuations were approved for these groups, and no transit passes were issued for vehicle AJ54 USE or driver Oleksiy Bakhtin.

Simultaneously, regular police agencies recorded a complete absence of enforcement:

  • The Kramatorsk District Police Department (Ref. No. 8331/201/ dated 15.09.2026) acknowledged that officers never pulled the van over, traffic cameras failed to detect it, and no citations were written under Article 121-3 of the Code of Administrative Offenses.
  • The Patrol Police Department of Ukraine (Ref. No. 48900-2026 dated 17.09.2026, signed by First Deputy Chief V. Zelensky) confirmed that the nationwide "Harpoon" license-plate recognition network registered zero sightings of AJ54 USE on Ukrainian highways from 01.08.2026 to 15.09.2026. The vehicle never left the boundaries of a few local neighborhoods.

The "Ya Dopomozhu" Postal Loophole and Zero Procurement Activity

Public database records from Clarity Project reveal that the lawmaker's organization ("Volya, Peremoha, Obiednannya Ukrainy") holds a zero footprint on Prozorro: zero contracts as a buyer or supplier over four years.

The lack of official paperwork was circumvented through informal logistics. Partner organization "Ya Dopomozhu" conducted English-language fundraising targeting international donors (crediting Andrew Wooler, Medi Tech Trust, and others), portraying local driving clips as life-saving missions under artillery fire. Cargo was moved via commercial domestic shipping ("Humanitarian Nova Poshta") directly into Sloviansk, while donation links channeled funds into private bank cards, Monobank balances, and personal PayPal accounts.

These verified documents from Customs, the Ministry of Social Policy, the Military Law Enforcement Service, and the National Police form the evidentiary foundation of formal criminal complaints filed with the Prosecutor General's Office, the SBU, the State Bureau of Investigation (DBR), and the National Police of Ukraine.
